Try to use --user flag or do it with sudo. It's really posible that you don't even have tensorflow in your pc.

When you use --user flag, it's searching on the local folders of your pc user (there is a folder name ".local" in your paths).

Couldn't find what you were looking for?and we will find an expert to answer.
